EDUCATIONAL OUTSOURCING AS AN INSTITUTION OF THE FUNCTIONAL INTEGRATION OF SUBJECTS OF PROFESSIONAL EDUCATION IN CONDITIONS OF FORMING RUSSIAN ECONOMY OF COMPUTER-NETWORKING KNOWLEDGE

The relevance of the research is caused by the increasing need for the growth of correspondence of the graduates’ skills of the national training system of professionals to the requirements of the contemporary labour market under the conditions of the transformation of Russian economy into the economy of computer-networking knowledge. The subject of the research is the process of transferring certain functions of one educational organization to another one on the basis of long-term contracts in the national sphere of professional training. At the same time, the latter organization can be an element of both the educational system and belong to another functional system. Such format of relations is fixed as an «educational outsourcing». It is proved that the «educational outsourcing» is a category of the institutional economic theory, which refers to the process of functional integration between the participants of the national system of training professional personnel on the stage of its networking computerization that provides the effective adaptation of future employees to work with the use of information-telecommunicative and electron-cognitive technologies. In conditions of growing system computerization of the national economy the «educational outsourcing» is becoming a special institution in the sphere of personnel training. Its main aim is the formation of the entire computer-networking educational platform which allows creating additional synergetic effect aimed at improving the quality of current competencies as well as developing some new general and specific competencies among the graduates of the national system of professional education. The aim of the research is to substantiate the content and functions of the institutional theory category «educational outsourcing» as an institution of functional integration between the subjects of the personnel training system in Russian economy on the stage of its transforming into the economy of computer-networking knowledge. Methods: procedural-cognitive methods (abstraction, movement from the abstractive to the specific and back, system-functional analyses); semantic methods (hypothetical-deductive and axiom-inductive); empirical methods (monitoring, description, systematization); analytic-statistical (analyses of time series, correlation-analytical, factor-analytical). Results. The necessity for introduction of the category «educational outsourcing» into the institutional economic theory was proved, its essence was revealed, the functions were substantiated, the mechanism of its realization and connected problems were demonstrated. Conclusions. The change in the preferences of economic entities in the field of education led to institutional innovations including the introduction of «educational outsourcing». The institution «educational outsourcing» provides the quality improvement of current skills and some new general and specific skills building among the graduates of the Russian national system of professional education by means of creating the unified integrative national environment in professional education as a factor of national economy of computer-networking knowledge.
