DEVELOPMENT OF INNOVATIVE HUMAN CAPITAL IN THE SYSTEM OF STRUCTURAL SHIFTS IN ECONOMY

Modern development principles set research tasks to control and create new innovative solutions in the context of constantly changing socio-economic interactions. New technologies should be applied in practice and used by end-users. In the context of this article, work was carried out to find the optimal mechanism for some development and control of principles and methods of interaction between participants in economic activity in Russia through consideration of the principle of «framework helix» in the conditions of constantly ongoing innovation processes. External factors served as one of the issues of this article, which clearly manifested themselves in the conditions of the introduction of the sanctions policy in 2014. The paper describes two types of helix: triple and quadruple. The information in this study includes domestic and foreign theoretical developments that expand the general concept of the helix method. The authors of the article propose to identify a person as a link between the participants of socio-economic activity by using the theory of the helix approach. According to empirical and theoretical data, the interaction of human capital and the latest technologies forms the principles and conditions for the emergence of positive changes in the economy. The researchers in this article used statistical databases of information on scientific development in Russia. As a result, an approach is presented that makes it possible to implement the most productive unification of existing economic entities within Russian economy. The control of negative structural shifts based on understanding of the included participants of socio-economic interaction in the conditions of structural transformations of the national economy can give a person opportunities for self-development and changes in the surrounding technogenic and social environments.
