NEW ECONOMIC REALITY AND MODERN ENVIRONMENTAL CRISIS

Relevance. The current situation is characterized by growing geopolitical and macroeconomic instability and high risks. A new social reality – the «risk society» (W. Beck) – continues to form. In this society the environmental situation becomes one of the key factors. One of the triggers of modern changes in the environment is the new economic reality, the characteristic features of which are growing macroeconomic instability, targeting, digitalization, creativity, formation of noonomics, etc. Accordingly, the role of environmental policy, as well as environmental culture, is also growing, which are becoming the determining factors in the new paradigm of transition from the former model of exogenous economic growth (R.M. Solow's model) to the new model of rapidly responding production (R. Suri). In this regard, modernization of the entire management system in the sphere of the relationship between man and nature is also required.
The purpose of the study is to clarify the causes and nature of the discrepancy between the target political and environmental attitudes and the real state of the environment in modern conditions.
Methods: dialectical analysis, hermeneutics, statistical, program-target and structural-functional methods.
Results. The article discusses the prerequisites and consequences of the discrepancy between the declared principles of modern environmental policy and the real state of the natural environment. On the example of world energy and climate-related issues, bottlenecks in the field of environmental management and the reasons for the discrepancy between decisions made and expected results are shown. The idea about the formation of ecological standing as a distorted image of ecological practice and a new simulacrum is formulated.
Conclusions. A significant increase in environmental safety and observance of the precautionary principle in the practical implementation of managerial decision and in the impact of industrial practice on nature are necessary, in the reassessment of existing theoretical and methodological approaches to analуsis of environmental safety, in the implementation of effective state-legal regulation of the economic activities of corporate and business structures in order to preserve environmental well-being and the environment.
