LANGUAGE POLICY OF MODERN RUSSIA IN SEARCH OF NEW GUIDELINES AND EXPERIENCE OF CANADA

The article discusses the new language situation that has developed in Russia, the formation of which was ascertained by the adoption on February 28, 2023 of the Federal Law of No. 52-FZ «On Amendments to the Fede-ral Law "On the State Language of the Russian Federation"». In fact, the presence of fundamental changes in the position of the Russian language both in the world and within modern Russia was recognized, and the adoption of the principles of language policy close to the assimilation model was proclaimed quite clearly, within which the desire for linguistic homogeneity of society is a priority principle of its construction. The relevance of the study is caused by the fact that the desire to maintain stable language situation, expressed in protection and support of only the Russian language as the state language of the Russian Federation, can have an impact on the formation of such linguistic and social processes that until recently had latent form. The current situation actualizes attention to the study of the experience of those countries that, earlier than others, faced the problem of the intensive impact of the latest social, economic, political and cultural trends on the language situation in the country. The article draws attention to the experience of Canada, which was one of the first to develop a new language policy in the modern post-industrial world. The purpose of the work is to identify stable correlations of social and linguistic processes established during the implementation of the language policy in the Canadian province Quebec in relation to the introduction of the Charter of the French Language, which could be of some relevance for the formation of a new language and terminological policy in modern Russia. Methods. Sociolinguistic approach was applied, which made it possible to identify the driving mechanisms for the formation of the principles of language policy and identify new directions for their possible transformation in accordance with the social context of the functioning of the language that has currently developed in modern Russia. Results. The experience of the Canadian province Quebec shows that the pursuit of linguistic homogeneity should not ignore the global trends in the development of the modern world. Otherwise, such a policy may become not so much a means of stimulating the development of national self-consciousness and people's pride in their own uniqueness, but, on the contrary, an additional barrier that aggravates social and political contradictions and the economic backwardness of a country or region.
