ENVIRONMENTAL REENGINEERING AT THE ENTERPRISES OF THE MIDDLE URALS: THE SPECIFICITY OF THE OLD INDUSTRIAL REGION

Relevance. Currently, in the context of the global environmental and economic crisis, the environmental situation in the old industrial regions (districts) of the country is becoming especially acute. Due to the high degree of depreciation of fixed assets of industrial enterprises and the general cumulative effect of environmental pollution over decades, many territories turn out to be unsuitable and dangerous for the population to live. In this regard, the main subjects of economic activity – industrial enterprises of such regions – will have to environmentally modernize their production. Thus, environmental reengineering becomes a means by which such environmental safety can be ensured. The purpose: on the basis of monitoring the environmental situation of the Ural old industrial region, to reveal the specifics of the environmental situation and determine the main directions and methods of environmental reengineering. Methods: theoretical research methods (analysis of actual data, synthesis, generalization), program-target method, content analysis. The results. The features of the ecological state of the Ural old industrial region were revealed; the prospects for the use of «green» technologies in the environmental reengineering of industrial enterprises were determined; recommendations were formulated in the field of development of environmental insurance, improvement of environmental reporting and environmental policy of industrial enterprises. Conclusions. Effective regulation of environmental risks and the environmental situation in the old industrial region should take into account its specifics and be based on preventive and stimulating methods of influence, among which organizational changes in the implementation of the environmental policy of the economic entities themselves are of particular importance. Due to the obvious lack of effective economic instruments for regulating the environmental situation and their repressive nature, the implementation of environmental reengineering at enterprises and the associated revision of priority areas for internal financing (self-financing), as well as the development of a system of compulsory environmental insurance, will provide the necessary conditions for the restructuring of the entire environmental (environmental) work of business entities.
