Designing a system of effective management of youth migration based on the methodology of functional-oriented modeling (on the example of the Omsk region)

Migration outflow of the population in the last decade is one of the most urgent problems of the Omsk region, on the solution of which the socio-economic well-being of the region largely depends. A significant part of the outgoing migration flow is made up of graduates of general secondary schools who seek to receive a prestigious education in the capital universities and ensure a higher quality of life in the future. All attempts to reverse the negative situation in the field of migration over a long period of time have not led to the desired result. One of the reasons for this state of affairs is the lack of large-scale comprehensive scientific research of the problem area, the results of which could form the basis of an effective strategy for managing migration. Aim. To identify socioeconomic factors affecting the intensity of migration flows based on the results of a survey of high school students of secondary schools in Omsk and to design a system for effective management of youth migration using the methodology of functionally oriented modeling (on the example of the Omsk region). Methods. Content analysis, synthesis, classification and generalization, sociological survey, functional-oriented modeling. Results. Based on the analysis of the data obtained during the study, socio-economic factors influencing the level of migration of outgoing migrants were identified and a system of effective management of youth migration by means of functionally oriented modeling (using the example of the Omsk region) was designed, which can serve as a basis when developing a regional strategy in the field of migration. Conclusions. Migration is a complex problem area, which is influenced by a system of interrelated socio-economic factors. Development of productive management decisions presupposes the existence of a scientifically sound strategy. One of the approaches to designing a system of effective management of youth migration is the methodology of functionally oriented modeling, which allows you to visualize the factors affecting the migration intensity, taking into account the interrelationships between them.
