Territory strategizing in conditions of uncertainty
Based on the understanding of a wide range of consequences of instability and uncertainty in the context of sustainable development of the territories of the Russian Federation, it is proposed to supplement strategic management (long‐term and medium‐term vision of the development of an object) with territorial strategizing, which allows for a more flexible and faster response to external and internal development needs in real time. Strategizing is a mechanism for developing a territory that focuses on implementing a strategy for the coming months, taking into account the variability of external and internal environments. Aim. To create a model for strategizing territories that meets the needs of an unstable and uncertain environment. The study contains methods for analyzing the theoretical and methodological tools of strategizing, comparing it with strategic management, identifying the features and practices of strategizing, and identifying a number of uncertainties that encourage the adoption of a new mechanism for sustainable development of territories – strategizing. Results. The authors developed recommendations for the implementation of territorial strategizing that meets the needs of unstable and unstable external and internal environments and contributes to ensuring a high quality of life for citizens, optimal distribution of production forces, expansion of the production base, attraction of investment flow, ensuring overall security, as well as creating optimal relations between the territory and industry strategic groups. The researchers identified the object of strategizing – a mechanism built hierarchically with certain rules of interaction, it combines planning, forecasting and management in conditions of uncertainty (a simplified version of strategic management), strategy within the framework of strategizing – a consolidated, deliberative decision, and strategizing itself – matrix management at the vertical and horizontal levels. Practical importance. The paper shows the necessity of introducing a strategizing tool at the regional level for the effective implementation of a system for the sustainable development of territories in conditions of the greatest uncertainty.
