Systemic approach to enhance the participation of “young elderly” in the labor market in the context of digitalization

Relevance. In the context of global population aging and economy digitalization, enhancing labor market participation among older workers is growing in importance. Older individuals, who possess significant labor potential and a desire to continue working, can serve as a valuable resource for the economy. However, their successful integration into the modern labor market requires overcoming "digital divides" and ensuring the digital identity of the "young elderly" workers. Aim. To develop a system of measures aimed at enhancing the labor activity of the "young elderly" in the context of digitalization. Methods. Comparative analysis, logical and systemic analysis. The effectiveness of the proposed measures is assessed using quantitative and qualitative indicators grouped at macro‐, meso‐, micro‐, and nano‐levels. Results. Improving the digital skills of "young elderly" workers facilitates their more successful integration into the labor market. However, increasing their labor activity requires joint efforts from all stakeholders: the state, employers, the "young elderly" themselves, and their families. The proposed system enhances the effectiveness of government policies on elderly employment, promotes the development of social protection programs, and helps unlock the labor and personal potential of the "young elderly”. The study suggests combining the concept of "digital inclusion" with the principles of health, participation, and security. The effectiveness of the measures is evaluated based on digital identity criteria (relevance, engagement, and connectedness), which contribute to the self‐realization of the "young elderly." Thus, increasing the labor market activity of the "young elderly" is based on transitioning from passive digital adaptation to the active use of digital technologies by the older generation.
