Analysis of qualification requirements for specialists involved in the creation of IT‐products within the framework of IT‐projects
The field of information technology (IT) plays an important role in the development of the economy and society of the Russian Federation. However, as the conducted research shows, the problem of low level of professionalism of specialists is particularly acute in this area. In this regard, the aim of this article is to analyze the qualification requirements of specialists involved in creating IT‐products as part of IT‐projects. To achieve this goal, studies were conducted on the norms of current legislation that establish the mechanism for determining the qualification levels of specialists, as well as the qualification requirements for specialists involved in the creation of IT‐products were analyzed. The research methods include the analysis of regulatory legal acts regulating the requirements for the qualifications of specialists, as well as the study of professional standards code 06 «Communications, information and communication technologies». The results of the study allow us to conclude that in order to achieve and maintain a high level of competence, business entities in the field of IT (IT‐entities) need to organize a check of specialists for compliance with the requirements of professional standards in the form of systematic attestations. In addition, it was found that in order to create high‐quality IT‐products, participants in IT‐projects on the part of IT‐entities must have a qualification level of 6 or higher, practical work experience of at the least year, as well as a document confirming the completion of additional professional education related to the field of information technologies. The conclusions of the study emphasize the need for systematic verification of the qualifications of IT‐specialists and the compliance of their professional skills with the requirements of professional standards. It is expected that these measures should improve not only the quality of work of specialists, but also ensure the sustainable development of the domestic IT‐industry as a whole in the face of aggressive actions from unfriendly countries. The results of the study will be useful for employers and IT‐professionals, as well as for authorities regulating activities in this field.
