Management of social sphere organizations: sectoral peculiarities and trends of development (on the example of organizations of Perm Krai)
The article is devoted to the study of the peculiarities and trends in development of social sphere organizations on the example of Perm Krai. The author analyzes key sectors of the social sphere – healthcare, education, culture and social support, identifying their specifics and evolving patterns of functioning. The author concludes that, despite the positive trends, there are still some problems that require increased attention from the authorities and the community. Recommendations for further development of the social sphere are offered, focusing on the need to optimise expenditures, diversify forms of support and strengthen control over the implementation of state programmes. Aim. To identify the sectoral specifics of the functioning of social sphere organizations and to determine the directions of their further development. Methods. Comparative analysis of statistical data and analytical reviews for the period from 2014 to 2025, logical analysis of regulatory documents and official reports, which became the empirical basis for the quantitative analysis of key indicators. Results. The research allowed us to identify both positive trends and existing problems in the functioning of social sphere organizations in Perm Krai. It was found that in recent years there have been positive changes in such aspects as the availability and quality of medical services, the level of education and social support. At the same time, there are still a number of problems that require intervention on the part of the authorities and civil society. In particular, problems of insufficient funding for cultural institutions, low accessibility of cultural events for remote and hard‐to‐reach communities, and reduction in the number of cultural institutions were identified. The article concludes with recommendations for further development of the social sphere based on the results of the analysis. The article is of a recommendatory nature and is intended for specialists in the field of social policy, managers employed in the authorities, and all those interested in the topic of sustainable development of the social sphere in the region.
