Documentary support for the creation of IT-products as part of the implementation of IT-projects

The article presents the results of the analysis of national standards that establish requirements for the sequence of work on creating IT-products, for the composition, types, name, completeness, designation, content and design of project documentation, as well as for the sequence of acceptance of the created IT-product. A critical understanding of the requirements allowed us to establish that national standards do not take into account the legal and technological features of creating IT-products within the framework of IT-projects. In particular, transfer of ownership and exclusive rights to an IT-product, creation of program code as part of a service assignment, etc. It was also found that legal and project documentation should be considered as a single set of documents, since hiring employees and creating an IT-product are impossible without entering into contracts. The results obtained made it possible to improve the structure of project documentation provided for in SS R 59853. Among the main advantages of the improvement, it is necessary to note the ability to determine the degree of mastering by IT-subjects of the requirements that declare the documentary support of the creating IT-products. For example, if an IT-organization does not assess the impact of management decisions, resources spent, or commercial impact, this may indicate that it does not have internal standards for managing IT-projects. It is important to note that the lack of standardization negatively affects the creation of IT-products, because again and again IT-actors will need to find the best management solution for a problem that may have been solved earlier in other IT-projects.
