Performance assessment systems for government authorities: from KPI to social impact assessment
The article examines modern approaches to assessing the effectiveness of public authorities in the context of the transformation of the paradigm of public administration. Aim. To analyze existing scientific and methodological approaches to assessing the effectiveness of public authorities and formulate the grounds for the transition from primarily quantitative key performance indicators to integrative models that include the assessment of social effects. Methods. Based on systemic and institutional approaches that consider authorities as elements of a complex social system. The author conducted an analytical review of the scholarly literature on the assessment of public sector performance, with a particular focus on the critique and further development of the key performance indicators‐based evaluation model. The empirical part of the study applies a functional analysis of various models for assessing the effectiveness of public administration bodies, a structural and content analysis of regulatory and methodological documents, as well as a modeling method used in designing the methodological framework for evaluating the performance of public authorities. Results. The article substantiates the need to move from a narrowly quantitative assessment to a more comprehensive interpretation of socially significant results of government activities due to excessive formalization and weak adaptability of key performance indicator management to changing public expectations. Particular attention is paid to alternative assessment models, including consideration of social effects, public perception of institutions activities, and the degree of civic engagement. Based on the analysis, the author proposes a methodological model that integrates both quantitative and qualitative indicators, including key performance indicators, indicators of citizen satisfaction and sustainable social effects. The presented model is aimed at increasing transparency, accountability and overall effectiveness of public administration in the context of digital transformation and the emergence of a "participatory state". The importance of correlating assessment mechanisms with the principles of evidence‐based policy is also emphasized. The results of the study can be useful for public policy makers, regional managers and researchers interested in modernizing public administration tools in the context of transitional socio‐political processes. The practical significance of the research lies in the possibility of adapting the developed methods for strategic planning and evaluation of regional management activities.
