Process approach as a methodological basis of a "single window" mechanism development
The paper analyzes the possibility of combining the principles of the process approach and the concept of a "single window" to improve the quality of services in the field of foreign economic activity. The main focus is on the possibility of modeling actions related to data transmission and processing within a single window as business processes. At the same time, within the framework of this work, three possible options for building a "single window" as a business process are considered: as an independent business process, in the general business process of moving goods, and as an ecosystem. Aim. To structure information about a "single window" mechanism, as well as information about the process approach, and to correlate the provisions of these two concepts. Methods. Analysis, synthesis, structuring, generalization, process modeling, deduction, abstraction and literary review. Results. They are based on the correlation of the main provisions of the process approach and the basic elements of the "single window" and are presented in the form of three options for building a "single window" in accordance with the process approach. The author concludes that the process approach will optimize time, personnel and financial resources by building the activities of customs authorities aimed at implementing the functions assigned to them by law into a single process.
