Transformation of decent work indicators in the digital economy
Digitalization of the economy is changing employment structures through the spread of platform work, hybrid work arrangements and algorithmic management. These shifts require a revision of the methods used to assess decent work, because traditional indicators developed for predominantly standard employment do not always capture employment stability, income regularity, workers’ dependence on digital platforms and actual access to social protection. Aim. To develop a refined approach to the assessment of decent work in the digital economy and to justify a system of indicators capable of combining statistical comparability with the analysis of new digital risks. Methodology. Comparative analysis of International Labour Organization approaches, systemic and structural analysis, and a synthesis of Russian and international studies on job quality, non-standard employment and social protection. The scientific novelty of the article lies in clarifying the hybrid approach: it is interpreted not as a rejection of basic statistics, but as their extension through digital and institutional indicators with clearly identified data sources and policy relevance. The paper demonstrates that the basic indicators of employment, income and working time should be supplemented with measures of income volatility, platform dependence, algorithmic control, access to social insurance and collective representation. The authors proposed a three-level model, including basic, digital and provided institutional dimensions, and an illustrative example of its application to platform employment. Conclusions. Hybrid model makes it possible to identify hidden forms of labour vulne-rability more accurately and can be used to improve labour market monitoring and public policy aimed at promo-ting decent work.
